A. Community Contacts- Dassel/Cokato has formed an association and will
be organizing their program this season.
B. Rule Changes for 2008
Extra Inning Games- Extra inning games will be played until time limit.
Teams Tied at Game Time Limit- Regulation Tie Game
Skipping Qualifier but Playing State- Must play in qualifier to be eligible for state tournament play even if team has guaranteed berth.
Run Rule Per Inning in 14 A- Decision to keep rule as is which is a maximum of 5 runs per inning through first four innings-
Home Team Status for Doubleheaders- Each team will be the home team once in a doubleheader
Penalty for Forfeiting after Qualifier Bracket is Posted- Current rule is a $100 fine for teams canceling after noon on Wednesday before qualifier tournament- Same rule but coaches will be notified that brackets are not official until Thursday before tournament. Brackets will be posted on website.
Overage Players Pitching- Current rule allows overage players to participate in league play with proper notification. A modification will be that any overage players are not allowed to pitch.
State Qualifier in 12’s- Current rule allows teams to use 3 or 4 outfielders in qualifier but only 3 at state. It was decided to continue to allow teams the choice in the qualifier as it leads to greater participation.
Start Time for 12 & Under- Current start time is 6:30 for 12U and 14U Class B and it was decided that we will not move it up to match the other age divisions. The extra half hour gives parents a little more time to get to the games and these divisions involve a great number of parents.

percentages of league registrations: 40% of teams in 12’s &
14’s, 50% in 16’s, 75% of 18’s. Top 8 “A” teams go to state in 12’s &
14’s and all remaining teams vie for three or four remaining entries.
D. League Start Date and State Tournament Dates- League play will begin on
Monday, June 2nd with the week of July 4th off for makeups. State
tournaments are on July 25-27 for 18’s B & C, 16’s C August 1-3 for
16D, 14 C, D & Rec and 12’s C & Rec. Sites are listed at msf1.org
V. New Business
A. Establishment of League Fees including Gate Fees for Qualifiers-
Sanctioning Fee-$20
Balls- seven each - $32
State Entries- $92
Administration Fee- $20
Insurance (optional-must have parent waiver and background checks)- $48
Qualifier Umpires, Balls, Awards, Gate Fee- $138
Total Fees- $350 ($300 without insurance)
B. Team Insurance- Recommendation: Due to its very limited coverage, this insurance should only be purchased by communities that are required to provide liability insurance coverage to be able to use facilities. This is third party liability coverage and does not cover participants in case of accidents. If you purchase this insurance you must have signed parent waivers on file and if you have the ability to do background checks on coaches, you must do them or the insurance will not go into effect.

D. Community Maps- maps will only be available on the CRF website this season. Each community must have a map on file.
E. Tournament Flyers- we will post tournament flyers on the CRF website and we recommend posting your tournament on fastsports.com also.
